The FCC's National Broadband Plan: A Critique through the Lens of Adaptive Policymaking

In March 2010 the U.S. Federal Communications Commission adopted the country's first ever National Broadband Plan. Now, some fifteen months later, the time is ripe for a forthright appraisal of the Plan's basic approach, and how the FCC has done so far in implementing it. Rick Whitt, managing policy counsel at Google, will rely on his recent writings on "adaptive policymaking" to help explain where the FCC has risen to the occasion, and where it has fallen well short.
