Network Neutrality is Not Enough

An open, unbiased, "neutral" Internet is essential, yet a Network Neutrality law is not likely to bring it to us in a form that is long-run sustainable.
I propose to review economics, organizational culture and the history of the telcos to show we need more
than a simple law mandating non-discriminatory Internet access. Alternatives include "jail-time" deterrent
enforcement, unbundling, functional separation and structural separation. I review the prospectus for each of these.
