Basic telecoms infrastructure is given short shrift, in fact in many areas it is being neglected. The owners of this infrastructure have scant financial incentive to upgrade and improve it. 

A change in the regulatory approach that realigns financial incentives and regulatory goals will make many of the new applications and devices much more valuable to a broader section of the pubic. Such an approach has been called LOOPCO, a rate-of-return regulated entity that owns the basic infrastructure and obtains its revenue by opening it up to as many service providers as possible. 

It would not deal with the end user, the service providers would. Such an approach aligns the regulatory goal of a robust, ubiquitous network with the corporate goal of delivering shareholder value.
